To ensure our residents have the opportunity to provide their voice in the election process, the School Board seeks applications from residents in the District interested in being appointed to a committee to write the for or against statements for the Skagit County and Whatcom County Local Voters’ Pamphlet for the District’s ballot measures to be considered at the February 13, 2024 special election.

Replacement of Expiring Levy for Educational Programs & Operations (EP&O)
The Concrete School District is considering a replacement Educational Programs & Operations (EP&O) Levy before voters as part of the special election in February 2024.  If approved, this proposition would replace the expiring EP&O Levy. The current EP&O Levy represents 12.7% of the district’s revenue. The EP&O Replacement Levy represents 16% of the district’s revenue. The EP&O Levy funds programs and operations not fully funded by state and federal sources, such as student services, academic programs, and support services. These also include day-to-day school operations not fully funded by the state, such as safety and security, special education, nurses, school counselors, mental health support, and more.

Capital Levy
The Concrete School District is considering a capital levy before voters as part of the special election in February 2024.  If approved, this proposition would provide funding for safety, security, and accessibility improvements to meet the current and future needs of District students. 

For/Against Committee Information
Committee members must be able to attend a meeting on Thursday, December 7, 2023 from 5:30 – 7:00PM.

Skagit County and Whatcom County can appoint interested individuals to a committee if no one volunteers at the district level.

Individuals appointed to the committee are provided additional information  – which can also be found on the Skagit County Election website and the Whatcom County Elections website.

Additional applications will be considered after November 24 only if there are insufficient volunteers for either committee.  If the board does not authorize a capital levy, the committees will not be established.
